I cannot imagine this as a fantasy. I was a very bright kid – smarter than most of my teachers – I tended to see them as inferiors and felt anything but submissive. (I was also exceptionally polite so this rarely came out.)
But I know phone sex operators often do well with school teacher and principle fantasies.

My earliest female dominant memory is of my kindergarten school teacher taking a boy over her lap in front of the class because he had pushed a girl on the stairwell.
