Flattered, but not an artist I’m familiar with (or want to be on this showing). I would point out that pandying – striking a pupil’s open palm with a strap, ruler or cane – was a widespread method of British scholastic discipline in the bad old days and by no means reserved for the self-abuser.
I don’t think it’s because of masturbation. It is just quick and effective discipline….maybe guests are arriving at the front door and he has stepped out of line….this corrects the situation in time so that the evening will go well.

Chances are very good the artist, whoever [s]he was, probably intended the drawing as a semi-vanilla hand-flogging (“pandying” shows up in Joyce’s “Portrait of the Artist as a Young Man;” the word is probably Sctottish in origin). However, we make of it what we wish, don’t we?
I think the “necklace” – below the string of beads around her bare neck – is supposed to be the trim along the top of her blouse, fronted by a bow (? Though it does resemble Bob Dylan’s harmonica). The rigid limbs and demented staring eyes make her look like some garish fairground automaton – insert a coin and let it smack your palm!
